Immigration Bill Includes Possible Reparations for WWII Nazis

Note: I want to be very clear here. My intent was not meant to imply that the bill contains actual reparations. It sets up a commission to investigate alleged acts of discrimination by the U.S. government during WWII and that has the real potential of turning into reparations. Everything depends on the outcome of the commission, hence my use of “possible” in the title. Please read the entire article before jumping to any conclusions. I include the text of the act to provide thorough coverage.

Further, I do not believe it is in my place, nor is it in my governments’ place to posthumously start making allegations against our grandparents and relatives who sacrificed greatly to protect the world from murderous brutal enemies. It was a different day and age back then. They did what was necessary to protect this nation from the terrors of a world war and if anyone has any kind of exception to take with that then tough shit.

This act has no place in an immigration reform bill and if anyone can explain to me why it is appropriate then have at it.

=========================
It seems that every page of the Senate’s closed door attempt to ram an unworkable immigration bill down the throats of the American people is chock full of trap doors and trick wording. (h/t Big Dog)

John Fonte of the Hudson Institute wrote an article in National Review that exposes an interestingly worded section buried in the middle of the Sections 901-916 on pages 409-415.

The Senate immigration bill could mean reparations for German Nazis. No, I’m not making this up. Look at Title IX, the “Study of War Time Treatment of Certain People,” also cited as the “Wartime Treatment Study Act,” Sections 901-916, pages 409-415 available through the Heritage Foundation.

Fonte explains how this section works and the history behind the supposed need to do so. In case you are wondering, the need begins with the following words and phrases, “devastating,” “detrimental,” “many who suffered”, “victimhood” and “discrimination.”

The Senate immigration bill would establishes a Commission on Wartime Treatment of European Americans to investigate U.S. policies that the bill describes as “devastating to the Italian American and German American communities.”

Section 903 declares that, the “term German Americans” includes “resident aliens of German ancestry” who numbered about 300,000 in total. The same definition is used for the term Italian American.

Let us say there was a man named Helmut Goering, nephew of Herman, and let’s also imagine Helmut was a German citizen and fervent member of the Nazi party, but also a legal resident alien working in the United States in December, 1941. According to the immigration bill’s sponsors, Herr Goering is a “German American” who, apparently, has suffered “discrimination.”

Let’s be clear: These people are not “German-Americans,” or “Americans” of any kind. And we are supposed to trust the Grand Bargainers with the whole issue of amnesty (sorry, “earned legalization”) for 12-20 million illegal immigrants, when the architects of the “compromise” either don’t know, or deliberately obfuscate, the difference between resident aliens and American citizens?

According to the Grand Bargainers, not only were U.S. policies “devastating” to “Italian American” and “German American communities,” but, in addition, they tell us: “The detrimental effects are still being experienced today.” Nonsense. Does any serious person actually believe this? I never heard a word of this “devastation” from either of my grandmothers, who were both technically “enemy aliens,” or from scores of older Italian relatives, or from anyone in the “Little Italies” anywhere in the U.S.

As in any government policy, there are bureaucratic mishaps and high-handedness here and there, but the language of the immigration bill (“devastating,” “detrimental,” “many who suffered”), implies that there were major human rights violations against American citizens of European descent during World War II. This is simply false, and is clearly different from the internment of Japanese American citizens. And why is any of this in Kennedy-Bush-Kyl to begin with?

Good question, why is this buried deep in the middle of a U.S. immigration reform bill?

The answer is simple. Despite the rhetoric coming out of Washington it is very clear that this bill is about much more than immigration reform. It is loaded down like an anchor with perks and incentives that serve the single minded interests of those in Congress, big business, lobbyists and apparently special interest advocacy groups that seek to use any tool imaginable to line their pockets with the free loot our politicians are giving away at the expense of the American taxpayer.

But wait, there’s more. Just when you thought the crafters of this abominable piece of trash were done weakening our borders, selling out our culture and watering down the English language you find out that they have just begun.

Remember way back when, say something like a month and a half ago when President Bush was out trumpeting the importance of the protecting this country from terrorists? You would have thought that meant protecting our native borders. Well think again. Apparently the proposed commission would meet to assess the continued viability of the Alien Enemies Act. (translated, a bloated bureaucratic group of good ol’ boys will get together and spend more taxpayer money just to hear themselves bloviate about some hifalutin’ leftists bullshit that will result in little action and a lot of finger pointing).

The would-be Commission on Wartime Treatment of European Americans is to consist of “two members representing the interests of Italian-Americans and two members representing the interests of German-Americans.” They will, no doubt, be drawn from a tiny group of activists who have been working for the past several years to achieve the coveted status of victimhood.

One task of the Commission is “a recommendation of appropriate remedies.” This is an open invitation for reparations for former German and Italian resident aliens and their relatives. Moreover, there is nothing to indicate this would not include former members of the Nazi and Fascist parties.

The commission is also called upon to provide an “assessment of the continued viability of the Alien Enemies Act” — in other words, to question whether we should weaken or eliminate internal security law during the Global War on Terror. Were Chertoff and Kyl sleeping during this part of the negotiations?

The bill also calls for “public education programs related to the United States Government’s wartime treatment of European Americans.” The subtext is that our schools should recognize yet another group allegedly victimized by an American democratic regime fighting for its life against fascists.

Thank God there is a spotlight on the Senate. This exposure couldn’t happen without talk radio and the internet; avenues of free speech that some want to shut down.

This episode in American politics should be a lesson to every man, woman and child that we need to vote most of these people out of office faster than I can type. There is no room in America for sell out politicians who will lie to your face and bargain away your heritage and safety in the middle of the night. It’s time for change.

Update: I must admit that I was a bit skeptical before I had read Fonte’s article (and before I wrote mine). But after I read Fonte and the bill text I understand his point. Nothing is out of the realm of possibilities and the immigration bill does contain this ridiculously out of place act. It may not have the express intent of granting reparations to WWII Nazis but it certainly has the potential for yielding something so outlandish.

Never underestimate the will of the political establishment. Their need to revisit WWII and pour millions of dollars into the way the United States treated refugees and detainees of foreign countries is tantamount to a giant blame American once again witch hunt. This is a colossal waste of money and will only result in speculation, hearsay and the creation of another class of victims who will require money as a pay off.

I have taken screen shots of the act and will let people judge for themselves. The full text of the PDF is here.

  28. on 25 Jun 2007 at 5:44 am Stormwarning

Well, with all due respect, I crosspost my response to your comment from Right Truth:

Webloggin: Actually, I understand your point of view and appreciate your kind response. In truth, my two previous comments on this post relate to individuals who, without reading the bill, would jump on the bandwagon and believe the Fonte statement (see one of the first comments to this post in particular).

Now, having said that. IMO, clearly, there were wrongs perpetrated on Japanese Americans during the War. I believe that those wrongs to the Nisei were righted (to the extent that payments were made for properties lost)…it seems about $20,000 to each surviving Nisei.

Without getting into any depth debate here on this subject, it appears that a previous bill, Senate 1354 (2005) went unnoticed by everyone who is now in an uproar about Senate 1639 (2007). Nothing has really changed except the generally partisan politics that now plagues this Nation (and that pervades some of the more hateful Internet websites and assorted blogs - NOT suggested that yours or RT is in the group).

The question…were or were there not German Americans and Italian Americans who were declared enemies of the United States and then taken from their homes, subjected to curfews, limited in their travel, deprived of their personal property, and, in the worst cases, placed in internment camps?

I believe that the answer to this question is an affirmative one.

So lets discuss the rationality of any Wartime Treatment Studies Act, or now, the so-called, “Study of War Time Treatment of Certain People?”

  29. on 25 Jun 2007 at 12:17 pm the Webloggin Editor

    Hi Storm,

I generally agree with your comments. If either German or Italian American’s lost property due to unfounded allegations then it stands to reason that they should be compensated within reason, assuming that there is ample evidence to clearly indicate wrongdoing. Outside of that however I can not see how we could compensate anyone for being subjected to curfews, travel restriction or even internment. It is a point that many will fall on each side of the issue and surely could be debated ad nauseam.

The bar shouldn’t be that nobody complained about such language as was included in s 1354 or any other bill because there is a different spotlight on this immigration bill and perhaps people were not aware of the issue.

I would be opposed to the act being included in any bill as it is written. The fact that it is attached to an immigration reform Bill is underhanded although such unrelated attachments are not uncommon.

Worse however is that its inclusion detracts from the main debate of the immigration legislation (likely intentionally).
