The Supreme Court is reported to have decided this in 1939 in the Miller case and that is what lower courts have used to justify upholding gun bans. However, Miller is not settled law because the SCOTUS remanded it back to the lower court and the issue was not about an individual right.

If any blame needs to be placed it should be on the idiotic nature of gun grabbers who think that crime stops when legally abiding citizens no longer can carry weapons. I can’t blame gun grabbers for the actual incident but I can blame them for creating an atmosphere where criminals and psychopaths are emboldened knowing that nobody will have the ability to stop them when they go on a rampage. This is a national tragedy. When will people learn?

The question then becomes how, in a world with guns, people maximize their own safety. The one thing I do know is that we probably don’t maximize our own safety by rendering ourselves helpless.
